２８日の朝、青森市で初雪が観測されました。５５年前の１１月２６日という記録を更新して、気象台が統計を取り始めてから最も遅い初雪となりました。青森地方気象台の観測によりますと、冬型の気圧配置が強まり上空に寒気が入り込んだ影響で、午前７時前、青森市中心部でも雨に雪がまじり、青森地方気象台は、「青森市で初雪を観測した」と発表しました。青森市の初雪は平年より２２日、去年より２５日遅く、５５年前の昭和３５年に観測した１１月２６日という記録を更新し、気象台が統計を取り始めてから、最も遅い初雪となりました。午前８時半すぎ、青森市郊外の宮田地区の国道沿いは、あたり一面が雪で覆われる本格的な雪となり、行き交う車は、ライトをつけて走っていました。
このあと青森県内では、東青津軽と上北の山沿いを中心に、２８日の夕方にかけて雪が降り、大雪になる地域もある見込みで、２９日の朝までに降る雪の量は、山沿いの多いところで３０センチと予想されています。気象台は大雪による交通への影響や電線や樹木への着雪に注意するよう呼びかけています。
